Governance Framework
An overview of the proposed governance structure for the GICDP, based on the Operational Framework v2.0.
Hierarchical Structure
MIL Alliance Global Board
Provides formal approval and oversight. The GICDP operates as a thematic chapter under the UNESCO MIL Alliance framework.
General Assembly (GA)
Highest decision-making body, attended by all full members. Meets at least once per fiscal year, typically during Global MIL Week.

- • Amends Internal Rules
- • Decides on major strategic matters
Each member organization exercises one vote. Ordinary resolutions: simple majority. Structural decisions: two-thirds majority.
Steering Committee (SC)
5–10 core members, all democratically elected. Exercises day-to-day governance when the GA is not in session.
Composition Principles

- • ≥50% Global South seats
- • Structural gender parity
Key Functions
- • Day-to-day management
- • Membership applications
- • Annual update to Global Board (by Dec 31)
- • Strategic planning & WG supervision
3-year term, renewable once. Rough Consensus sought; voting as last resort.
Secretariat
Administrative functions voluntarily assumed by the lead initiating organization. Headed by a Secretary-General appointed by the SC.
Nomination Committee
Three independent members. Ensures candidate slates reflect geographic, stakeholder, and gender balance for SC elections.
Working Groups (WGs)
Core units of operations. Five standing WGs covering standards, certification, education, policy, and membership development.

Internal Communication Mechanisms
Regular SC Meetings
Monthly in Year 1; quarterly thereafter. Minutes circulated within 14 days.
Secure Email Lists
Maintained by the Secretariat for official communications.
Shared Document Repository
Access-controlled central repository for all working documents.
Annual GA Meeting
Minimum 30 days' advance notice with draft agenda.
